If you're from Manila (via bus) CBD is your final stop when you're staying in Naga City. How do you get to the main part of the city? (Centro) you have to look for a tricycle (three wheeled motorized vehicle).
This is the easiest and the cheapest way to go to centro (7.00 pesos, 6.00 pesos if you're a student or a senior citizen, 5.00 pesos if you're a senior citizen and a student at the same time :-))
Drivers will definitely ask for your destination, don't tell them the street name, just tell them the name of the establishment you want to go, like if you're going to the hotel, you say the name of the hotel.
If you have luggages they might ask for an additional fare, they'll charge you based on the size or weight of the luggage, you have to negotiate with the driver before leaving the terminal so that once you get off from the tricycle you don't have to argue with Mr. Driver why with the extra fare.
If you think you were overcharged by the driver just get the four digit number of the tricycle (it comes in four different colors, blue, red, yellow and green) and have the number reported to the PSO (Public Safety Office 472-6265 , look for Lito).
Have a nice time staying in Naga :-)
